ARCEP launches consultation on net neutrality

French telecom regulator ARCEP has launched an initial public consultation on net neutrality.

The authority has set as objectives to guarantee that ISPs guarantee access to all content, services and applications in a transparent and non-discriminatory way, to ensure a satisfactory quality of service on electronic communication networks, and to ensure the long-term development of networks and services.

The initial consultation, which will close on July 2, will focus on establishing the context and setting the boundaries of possible regulatory measures. The document also considers the problem of exclusive arrangements, and the specific arrangements around audiovisual services.
