Russian service provider Rostelecom has named Anton Kolpakev as vice-president and director of its Urals macro-region.  Kolpakev replaces Rustem Safayev, who has been appointed CEO of Bashinformsvyaz, the largest telecom operator in the Republic of Bashkortostan. Kolpakev previously served as CEO of Rostelecom between 2009-10.
