UPC Netherlands to limit download speed only by agreement

Cable operator UPC Netherlands is to be clearer about limiting the download speeds available to subscribers, or ‘choking’, according to local reports.

UPC ceased choking the speeds available to subscribers in mid-September. Now the operator has said that if it has to start again it will do so on a contractual basis, with the agreement of the subscriber.
